美國對億中國商品征稅清單中紡織服裝產品排除概況

　　2018年9月17日(美國時間)，美國總統特朗普宣布對來自中國的2000億美元商品征收關稅(“2000億清單”)。該清單生效日為2018年9月24日，截止2018年年底稅率10%。自2019年1月1日稅率調整為25%。設置約3個月期間，其目的是為讓美國進口商可以進行有關供應鏈調整。

　　針對2000億清單，征稅產品從6031項減少為5745項，減少297項。其中包括：智能手表和藍牙設備等消費電子類產品；製造、紡織和農業所用的化學品；自行車頭盔、遊戲圍欄和兒童用高腳椅等安全產品。

　　其中排除紡織服裝產品26項，包括我會9月23日在聽證會上代表行業發言中，申請排除的PVC醫用手套(海關編碼39262010)。在聽證會之前，我會領導分別率團赴全國6省調研，積極與地方商務主管部門和企業交流，聽取企業意見，期間在河北省召開的對美企出口業座談會上，企業表示PVC醫用手套全球90%的產能在中國，美國此種手套100%依賴進口。我會立即收集對美出口PVC手套企業的意見，在聽證會上為PVC手套的排除據理力爭。我會王宇副會長在聽證會上發言表示：美方對PVC手套加征關稅必將導致成本上升，質量下降，同時交期延長，美國國內供不應求，且該類手套多用於醫療機構，一旦征稅將增加美國國內病患的就醫成本現狀，符合產品排除的不可替代性、對國內消費者的負麵影響等要求。另一方麵，企業也積極聯係律師、進口商，且聯合中小客戶聯名表達了意見。可以說，取得PVC醫用手套的成功排除超過所有人的預料，是企業、行業共同配合、一致努力的好成果！

　　除此之外，在此次紡織服裝被排除產品中還包括平紋機織物、斜紋機織物、植物紡織纖維紗線、高強力紗、聚酯變形長絲、粘膠短纖、聚酯短纖、化纖製不割絨的緯起絨織物、化纖製割絨的燈芯絨、化纖製繩絨織物、針織或鉤編的起絨織物、經編針織物、發網、安全帽、玻璃纖維、粗紗機織物等相關產品。
